According to this website,it said Panguingue origin is mid 1800s.

Panguingue (pronounced "pan-ginn'-gay"), often called Pan for short, was a staple of the gambling halls during the Californian gold rush in the mid-1800's, and this Rummy variation remains popular in many regions, particularly in the western United States and Southern Florida. Other accounts have it coming from the Philippines. Not much contact with there before the Spanish war. Supporters of this say the game uses the old Spanish deck - but so do other games. Nothing about adding cards to already formed melds?[edit]
