Does this differ from the Chatham House Rule?

My understanding of the Chatham House Rule is that it applies to the participants of a group meeting, and particularly to certain meetings of diplomats held at the Royal Institute of International Affairs; whereas "deep background" is a journalistic term usually specifically referring to a one-on-one communication between an informant and a reporter.
