Clarification on what "partial" Single Market membership means[edit]

I see that the OCTs of Denmark, France, and the Netherlands are all "partially" in the European Single Market. I looked at the legislation referenced for these: https://en.wikisource.org/wiki/Treaty_establishing_the_European_Economic_Community#PART_FOUR_%E2%80%94_The_Association_of_Overseas_Countries_and_Territories, yet, I don't fully understand it.

Such as: "In relations between Member States and the countries and territories, the right of establishment of nationals and companies shall be regulated in accordance with the provisions, and by application of the procedures, referred to in the Chapter relating to the right of establishment and on a non-discriminatory basis, subject to the special provisions made pursuant to Article 136." (art 132 al. 5)

Does this mean that citizens of EU member states can move to these territories? I have searched the internet for the answer to this question, without much luck. I'm hoping some of you, who have researched this topic better than I have, can clarify what this partial status means, whether that article grants free movement to those territories for EU citizens or not, and whether or not this free movement exists for those territories in the first place.
