Why didn't the United States accept the Annexation Manifesto?

"The Annexation Manifesto was published by a supporter of the annexation to the United States of America in the Montreal Gazette in 1849." What was proposed to be annexed? Montreal? Quebec? Canada? please clarify. Kingturtle 06:54, 24 Jan 2005 (UTC)
