I believe the Copyright for the original book may have been in error. This book was published by the City of Chicago Park District, a government department. Can a government department Copyright something? Also, the book is already published on the web without permission.

State and City governments in the U.S. can hold copyright (as can governments of many other countries). That other people (apparently) violate the copyright does not mean that we should. --rbrwr±
