In Alaska, a city is a type of incorporated municipality. Nothing more, nothing, less, which is why it may be confusing to outsiders used to a city perhaps being something else. In the latter territorial and early statehood eras, there were incorporated cities which were basically neighborhoods with as little as five or ten people. Alaska's local government structure underwent a substantial overhaul in 1972. Even so, I believe the prevailing standard since then is that communities with at least 25 people can incorporate. Some have fallen below that mark, but the minimum population only applies to incorporating, not to remaining incorporated.
