While I don't want to defend the Cultural Revolution, and I don't have enough knowledge to edit this article, it really isn't NPOV at all, and needs massive repair. Graft

About the NPOV:

It is NPOV, since the abuses commited by the Red Guards are real and well documented, and China did get mired in a state of chaos during the Cultural Revolution.

Maybe the wording makes look the article biased or one-sided, but the facts are real and, in practice, the article is neutral.
