"Exactly how this alliance rectified the effects of the Praxis explosion, and exactly how and why the moon's destruction threatened an entire empire, has never been explained in canon" Uh... you know what, I just can't be bothered. Watch the film again with a fresh mind and see if it makes sense then, because it's pretty clear to me. ++++ I'm not the Original poster of this but I fixed it. Update: The canon reason behind the Khitomer talks where for the following. During the briefing of the Enterprise crew; Captain Spock stated that the explosion of the moon Praxis burned off the atmosphere of the Klingon home world of Qo’noS, and due to the Klingons putting their entire empires wealth into its military it could not afford a large scale environmental repair of the planet’s atmosphere. -- 71.3.37.134 04:23, 19 Octover 2005 (UTC)

I checked the Praxis article on Memory Alpha. Although the details of the ecological damage differ, MA agrees that the Klingons could not afford both aggression toward the Federation and recovery from the disaster at the same time.
