I'm still not sure my Base Road laguage is right yet. In excruciating detail:

the upper Base Road is always plowed.
for a long time, Mt. Clinton Rd substituted for the lower Base Road during winter (which BTW provides good access to the Edmands Path up Mt. Eisenhower), though officially closed to the public.
Last winter (2004-5), the whole Base Road was plowed, and Mt. Clinton Rd. was reserved for snowmobiles.

Perhaps a better wordsmith can improve it, without resorting to the excruciating detail.

Highland Ctr is nearly 3 miles away, and tho it's (barely) in the town of Carroll it is

not part of Bretton Woods, and
more closely allied to the Crawford Notch area.

I reduced and reworded the reference to it accordingly.
