I reverted this change: [1] not especially because it was wrong, but there are two things which need to be corrected:
- Links to libraries go on this page: CSV application support
- It wasn't clear what you meant about Excel. For me it seems to support commas as usual. It needs to be copyedited to make it much more clear what this is about, and DSV is a dab page so don't link there if there is a more suitable direct link.

The developer team at Wikimedia is making some changes to how accounts work, as part of our on-going efforts to provide new and better tools for our users like cross-wiki notifications. These changes will mean you have the same account name everywhere.
